Sir:-
I am directed by Secretary Sir Edward Grey to
transmit to you, to be laid before the Secretary of
State for the Colonies, a copy of a despatch which has
been received from Sir C. Clementi Smith containing a
general report upon the International Opium Commission
at Shanghai.
The volume of proceedings of the Commission which
the report purports to enclose is being printed at
Shanghai and will, it is expected, be received here at
the end of the month.
If the Earl of Crewe concurs Sir E. Grey proposes
to approve the proceedings of the British delegates and
to thank them for their services.
Sir E. Grey would further propose to lay before
Parliament Sir C. Clementi Smith's report together
with the instructions to the British delegates to the

Colonial Office.
